## Description
Under the direction of the Associate Director of Procurement, performs buying assignments of a complex nature requiring substantial experience in assigned commodities and within the scope of Kerr Total Care Policy and Procedures. The Buyer is an assistant to the Associate Director of Procurement in supervising the resources in the Procurement Department in certain phases of procurement, plan execution, expediting and clerical functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES

The primary function is the Procurement Process:
Margin Management
Cost reductions (all PPV/VAVE activities),
Cost price analysis
Negotiation (turn key)
Source selection
Data Analysis and
Supplier Maintenance
Supplier Database creation and maintenance
Supplier Performance Rating system
Contract administration
project planning
soliciting RFQ's,
special expediting, settling terms and conditions, understanding specifications, and supporting PPV/VAVE activities.
Confidently will employ strict proven self management disciplines.
Zeal for the Procurement Role and the management of savings plans.
Perform functions as listed above in one or more of the following widely diversified groups of raw materials, commodities, components, MRO or finished goods. Products include but are not limited to chemicals, mechanical products, production tooling, packaging materials, indirect materials, etc.
Work with Planners to keep inventories as low as possible without jeopardizing production while being consistent with market conditions. Evaluate market conditions and trends and advise inventory adjustments accordingly. Develop and apply "JIT'' procurement techniques.
Maintain good relationships with supplier personnel which mean: courteous, impartial and objective dealings. Negotiate price changes through knowledge of those commodities assigned and by keeping current of industry competitive situations.
Investigate lower priced substitute commodities to accomplish the same function.
Negotiate return material with suppliers to obtain proper adjustments on rejected material. Work with supplier to correct the defect before the next requirement. If the problem persists, evaluate dependability and quality of a new supplier.
Approves purchase orders before distributing. Corrects or approves for payment any inventory item invoicing requiring adjustments because of variation from the purchase order description.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelors degree in supply chain management, business, economics, finance or related field or equivalent work experience.
Proven Self Management Skills are a must.
Project Management experience is highly desired.
Two years experience working in similar position (Margin Management) including work leadership experience. Experience in GMPC, medical retail, food retail or merchandise retail is preferred; work in a regulated environment is also preferred.
Ability to communicate verbally and in writing.
Proven ability to maintain (Procurement, operation and QA) site support across 2 locations (geographically separated).
LCR Supplier Sourcing experience is highly desired.
Oracle Experience is highly desired.
Advanced Excel experience is highly desired.
Experience with monthly Performance reporting is highly desired.
Ability to Travel 15% to 35%.
Ability to learn and utilize computer for standard business applications including word processing, advanced spreadsheet (excel) and database applications (Oracle);

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
